Simple words Michiel. If you dial 000 from outside OZ, you will not reach
the ¨OZ emergency services. You will at the worst, in Z1 get the operator.
Inside ¨Z3, you will get the emergency services. Thats why nodes in Z3
need to block ¨000- dials outbound.
It does not matter what zone enters the 000- numbers. People inside OZ
have to ¨block them from outdialing. Just like people in Z1 have to block
outdialing ¨911 which has been done since the inception of Fidonet in Z1
and you dont hear ¨people there screaming about it.
Do you understand yet? I do not know how to make it simpler.
