As a RIN, he gets HOLD, instead of PVT,.  Makenl wont allow 'PVT' in the
RIN ¨section, probably because P4 didnt allow PVT RIN's at all.  They never
thought ¨we would need that for ION's later so limited the software to
prevent what was ¨thought to be an error listing.

Meantime, 000-000-000-0000 doesnt lead to anything at all and if the 000-
is ¨blocked ok by POTS nodes in OZ, just messes with IP mailers trying to
find a ¨valid IP address after the 000- section.
