I can only say I've a Packard Bell proprietary system
that supports both a ISA riser card AND a ISA - PCI 
riser card.

Either can be plugged into the motherboard's socket
and one jumper moved.
Unfortunately I've not come across the PCI - ISA riser card
so I've only the 4 ISA slots.
