1) Keep InetMail from resolving to DNS server for outside names, 
firewall the mail system from sending through the Internet Gateway.

2) Setup InetMail on a "standalone" server that can not access the 
Internet AT ALL (an Intranet maching only)

3) Use a propriatiry E-mail system, and enable Internet e-mail access 
for those that Only need it.  (Lotus ccMail/Notes should apply in this case)

In the "Bad Old Days", MS-Mail, ccMail, Novell Message Handler were all 
"local mail systems", Internet e-mail was an extra
"gateway", so users 
could be enabled/disabled for Internet Mail on an individual bases 
(point #3 above). If you are using PMMail and InetMail your only hope is 
to NOT have Inetmail send message out of your domain (point #1 above) or 
prevent Inetmail from locating any other domains (point #2 above)

How to do the above...

#1, I don't use Inetmail, so I don't know.

#2, Don't allow "dedicated mail system" to see the gateway to the internet.

#3, Install ccMail, Notes server and Clients, only enable e-mail gateway 
for "privlaged" employees.

BTW, if you are not blocking the e-mail port on your firewall, your 
"employees" could "reconfigure" PMMail fo an Outside
e-mail server, and 
Send and Receive e-mail that way.
