I'd say that's categorically false.  They are designed,  and should be
used, for both.

That may have been true for 16bit OS/2,  but not 32bit OS/2.  You should be
taking _extreme_ pains to _never_ use DosEnterCritSec().  It is like using
a nuclear bomb to kill a field mouse.  It is very multi-tasking unfriendly,
and will severly and adversely affect a program running on SMP os/2.
