With NetComm to NetComm, I'd expect nothing else.  :)

Trouble is, nearly all lines will handle V.32bis connects just fine.  It's
the extreme bandwidth required on 28800 calls which becomes a problem.

My USR line probe says it's the lines.  Personal opinion differs though.  :)
