        The new ROM in place, but the "program" calling it may
        still be the old one (or part of it).  Also, the profile
        data structure the modem wakes with may be different than
        the old code.  So you could have told the old code to
        answer on the first ring (S0=1), but in the new code
        that memory location might be used to force 300bps 
        carriers.
