some binkp capable mailers send PHN with their phone/domain/IP...

binkd doesn't appear to have this capability...

it would be nice if a config verb "phone" or similar was
introduced so we could configure binkd to transmit this information... it
would be beneficial for those who study the binkd log output to check on
operation and to find problems that may exist... this would be a freeform
field like sysname, location, and sysop... granted it won't affect the
operation of binkd but then neither does sysname, location, or sysop ;)

eg:
  sysname "Ivan's BBS"
  location "Magadan, Russia"
  sysop "Ivan Ivanov"
  phone "binkd.some.domain.invalid"

if the "phone" verb exists and contains data, send it to the remote as

  PHN binkd.some.domain.invalid

otherwise, do not send it at all...
