That's actually one of the advantages of using modems which support 64
State trellis coding, as it allows a higher bit rate for a given carrier
frequency.  Rockwell chose not to implement this feature though.

Exactly, and this also goes a long way towards explaining why those modems
with only 16 State coding will connect at lower link rates, such as 26400,
where a USR would show 28800 for the same call.
