The RCs certainly consider the entire document. However, since
nothing is proposed to change anything in sections 2, 3, 4, 5, 6, 7
or 9 -- then why should we put all of those sections in a message
every time we publish the proposed change? What is being put into
messages makes it very clear what the complete policy document will
be. You are given explicit instructions on what sections to take
out and what to replace them with. With five minutes work, anyone
can make a new complete document without our having to transmit the
entire 1700+ lines each time.
