I believe that is covered in the rules as unavoidable...

The instant that contact is made... one must protest.... if anyone sees 
contact and doesn't protest they are also guilty.... protests can always be 
dropped but they must be done... you should have protested the committee boat 
and the race because a 6' finish line is hazardous and not appropriate... it 
gives boats that finished beforehand an unfair advantage... and advantage 
that should have beed corrected by moving the committee boat...
