The current policy does not have any real procedure for innitiating a
policy change, and has no quorum at all for ratification. That said,
I understand your concerns about the quorum levels. What is important
at this stage is what are the concerns of those who need to vote for
or against putting this (or a modified) proposal up for vote. Since
neither you or I have a vote in that , it is best left to them to
decide what quorum levels are acceptable to them as a group and/or if
there is anything else in the document that is a problem for them.
