It's not really needed for anything. AFAICT
the programs re-computes it from %last and %when
as for the leapyear calculation, the easiest way is probablty to just add
366 days and then compare the %{at}day[] of each date and if they don't match
subtract one.
that'd convert 29-feb into 1-Mar and handle other leapyear transitions
correctly
another new type of rule could use next and ignore last and determine the
new value for next by adding %when to %next instead of adding it to %today
This way if you set it to do somethoing on friday and repeat every 7 days
it'd do it every friday. if one got missed it's catch up and then continue
to do it on fridays after that.
