The way that I read it, it ought to be clear but in a multi-cultural
environment interpretations could indeed vary.
 
The way that I see it is that there is at least one complete ammended
policy-version of which a majority of all listed RC's (quorum=100%) think
it is worthy to be considered by all the *C's in a referendum.
 
IMO it could never be a shopping-list of things that they would like to ammend.
