IBM USA will not ship *anything* (that costs money) to a customer outside of the USA. I'm in Toronto. It is very frustrating. For example, I got OS/2 1.2 six months (!) after it was shipped in the states. I got "devcon 9+" at least a month after is shipped in the USA (people in the states got devcon 10 before I got devcon 9+).
