As I read policy the RC's can either put the new policy forward to the IC
for a Vote, or they can reject it. That is, the RC's only have 2 outputs,
not 3.

The RC's cannot CHANGE the proposal (according to P4). They could REJECT
the proposal, but then they would have to go back to square 1 and define a
completely NEW proposal and put THAT to the IC.

Until now... so what as changed in P4 that suddenly allows itself to be
modified. The answer is NOTHING. Any change that now "allows it to
suddenly work", is OUTSIDE of existing Policy.

see the value of PROVING that the process could work first.

I have only given the proposed changes a cursory glance, however one area
stuck out like a sore thumb. Speaking only for myself, there is no way I
can see myself agreeing to a reduction in Quora below >50%, it is the
safety valve that Fidonet absolutely NEEDS.
