Nope... I was on the committee boat.. but not the protest committee..

Unfortunately, they DSQ'd the port tack boat which dropped him from 1st to 
4th.... they based it on the rule that the starboard tacker has right of 
way...
but I believe the 1996 rules add "as soon as conditions allow" (or something
to that effect...
