I wonder if that's just a matter of how the code in the modem chooses to make
the "ring" sound. They could program it to give 16 short chirps, or to make
one long ringing sound until the modem picked up; I think you may be reading
too much into this.
The only way to find out is with a stopwatch. The actual ring cadence on the
wires will take the same time, regardless of the noises the modem chooses to
make.
