On the fuels side...
Did you remove the thermostat or change it for one with a lower temp
breakpoint? Are the jets in the Q-Jet different? Is it possible to
interchange primary and secondary jets accidentally while rebuilding
the carbureator? Note: I've not rebuilt a Q-Jet in twenty years so
my memory is not that good but I absolutely remember it was possible
in a Carter WCFB!..and the engine ran terribly, surged and got horrible
gas mileage. Note: if the fuel doesn't atomize properly then
it's like the engine is drinking water too fast, i.e. it coughs.
On the electrical side...
Did you change plugs for one's with a colder tip? Note: this can
result in the symptoms you're describing. Also look for a coil
or ignition system with low spark output or one which degrades
as the RPM increases. I've also seen where a bad connection between
battery and ignition system or partly broken wire in the harness
where the engine causes it to flex gives the same symptoms.
Note: the ignition system can't pull the 8A or so that it
needs to keep the plugs firing at high speed so it coughs).
