As far as your info goes this behaviour refers to neither a
virus/worm/whatever nor an international keyboard setting.

I derive from your description that most of the keyboard works as expected,
but that only one or two characters seem misplaced??

W.r.t. the international keyboards: A handy tool that shows all available
keyboard layouts, can be found via the Windows Keyboard Layouts webpage on
the MS website.
See . None of
them shows an underscore in the place where we normally find the letter P.

As a last resort: Has the user in question has experimented with the
Microsoft Keyboard Layout Creator tool?? See
http://www.microsoft.com/globaldev/tools/msklc.mspx> for details.
ONLY THAT could explain the reported behaviour. That would also easily
travel with the user along with his roaming profile.
