Jim,
Try setting your modem type to Generic 14.4k -- Click on Tools | Options | 
Modem then Change and scroll through the list of modems.  This one should 
work okay for you.  If all else fails, buy a USR!  :-)  (No, I don't work for 
them, I'm just a happy customer)
