  The beta programme closed because they deliberately limited the number
  of beta copies available to 10,000.  All 10,000 were snapped up in the
  first three days.

  There will almost certainly be a second beta (there always has been for
  previous releases of OS/2).  If you are a developer, and are interested
  in an early experience copy of OS/2 Merlin to ensure compatibility with
  your applications, then contact the IBM Developers' Assistance Programme
  (recently renamed to "Partners In Development") to see whether they can
  help you.
