Then allow me to suggest a variation on something that I've used in
the past. Have 4dos spawn an OS/2 session with a *.btm (or *.cmd)
that runs ppp.exe, then pings your ISP. When ping returns errorlevel
0 then it uses a goto to spawn the vsoup process from that same
command file.
You may have to trap some errorlevels to confirm that it's 0 but
from memory I think it's right. I've used similar methods to make
sure that I didn't accidently spawn a dialer when I was already on
line.
