right... there is no "section" that the PHONE overrides go in...
i list mine at the top of FDNODE.CTL...

ie: ;sample fdnode.ctl template
    PHONE  

    DIAL / 
      blah
    END

    COST  
      blah
    END


for the PHONE overrides, you just list each of them prefixed by PHONE...
they do not make a section like the DIAL/END or COST/END stuff and they do
not go within a section...
