I have similar projects and I'm using C/C++, wiringpi for I/O and the
embeddable
server library libmicrohttpd on headless PI zero Ws. I found libmicrohttpd had
a
steep learning curve, but for what I want I was able to use some of the simple
examples to get the code going. I am using raspbian lite. I map my source
directory on the pi so that it appears as a drive on Windows, and then do all
the editing on Windows using Sublime 3. I then use putty for compilations etc.
