It is just another Natiopnal Park with all the funding problems
associated. The "Gravy Train Feeding at the Public Trough" while it
was being built has ended.

In a word "YES". 

->  And steam is what the trek over the Sierras was all about, and
->  that is the emphasis at Sacramento.

 BUT they are mostly a "static" display. They have very Few Running
Steam Engines.
And of course by Necesity. Steam is a VERY expensive method of moving
trains. Very few Museums can Afford it. Even the Operating Tourist
Atttractions like the Combres & Toltec and Durango have had to Seriously
cut back their operations.
