At work I run a TSR called TODDY;

TODDY613.RAR   35631 04-19-98  TODDY v6.13 - A DOS command line editor. Adds

6.15 doesn't have quite such good docs, hence two versions.  It adds as 
much as I want of a 4DOS-like command line to a Win95 or Win98 DOS box.  So 
far, F3 seems to have worked, though I more often use the up arrow or tab 
command completion.  Seems to work, and might be worth your while to try, 
especially as it's free and a BFDS file.  ISTR Bat uses ALIAS, which is 
shareware I think, and there are others.

It's possible, but seems to be uphill work.  My DOS editor VDE now has 
limited support for LFNs, for example, and so do some of Eric Meyer's other 
utilities like his ZIP PC-to-PC file transfer program.

It might be worth asking Horst Schaeffer.  He now writes Win programs too, 
and gets to grips with the Win API...
