OK I can buy this as it gives the message looking for non-standard
assignments or some such, that's how I wound up with COM 2
IRQ 3 for the modem when I told it to write COM 3 IRQ 4 after removing
a modem there.
However the write does not appear to take _anything_ unless
the jumper marked "SEL" is jumpered, if not jumpered it merely
echos it's current setting to console.

I've found MSD is worse than that, unless everything is right it
doesn't report right. MSD now sees the modem on COM 2 IRQ
3, not where I wanted it on COM 3 IRQ 4.

Jim H. has confirmed that, all jumpers open.

It was. I looked at it again with magnifyer lenses, good lighting
 and well rested.
Under IRQ I've a clear selection of numbers.
 Under COM I've "0", "1" and "SEL".

Pretty close.
SEL seems to allow the write.
Seems to me these NVRAMs are good for 800 - 1000 writes IIRC.
