The very best addon for Win 3.x, and one that adds a myriad of .WAV sound
events, is IBM's Workplace Shell.  It replaces ProgMan with a OS/2 Warp 3.0
look-a-like desktop which can be a real joy to work with.  I've had at least 

PC running it here over the last 2-3 years.
Where to find it?  Well, the best I can come up with is from the TXT file
listing for IBM BBSs in the archive:
