Watcom will _compile_ PM programs just fine;  And if you are happy with the
standard IBM toolkit PM tools (ie: dlgedit.exe) you'll be happy to know
that Watcom includes the IBM Toolkit.  
What watcom does not have is an OS/2 version of its fancy Windows resource editor.

Many people aren't happy with dlgedit (I am;  it's a hell of a lot better
than the old dlgbox.exe from the os/2 1.x days).  If you have been used to
Borland's "resource workshop",  it will feel like a big step
backwards (except that dlgedit doesn't trap every 5 mins).

Youmight want to check out URE (on recent devcons,  inside of the Toolkit),
 or a less buggy version of the same thing: Prominare Designer Lite
(ftp://prominare.com/pub/prominare/pdlite.zip).

I've got the full-blown Prominare Designer (it even spits out some nice
skeleton C/C++/OWL/ICLUI/Others code),  but I don't grok it.
