  I have no trouble comprehending either the current policy document
  or the proposed changed policy document -- but you still do.  I've
  explained them both to you several times, and pointed out the
  parallels and changes carefully -- but you have gotten it hung up in
  your mind as something very different from what it is.  You are making
  false statments about the proposed change based on that wrong
  comprehension.
