Best avoid the default fpm version which does have some advantages but
requires more setup, by explicitly requesting the cgi version:
sudo apt-get install lighttpd php7.0-cgi apache2-utils
sudo lighty-enable-mod fastcgi fastcgi-php
sudo /etc/init.d/lighttpd force-reload
