No, I think you should use the regular node number UNLESS the node who is a
C clearly indicates that their support is based on the Admin side.

I'm not sure how many RCs must consult their regions before taking a
position, but in Region13 my individual feelings may have nothing to do
with those of the region, and therefore no one should automatically
atttibute anything to RC13 based on the position of 1:261/1352.
