Also what you CALL "ineptitude"  might be a BEST way.

What ever may be, may be.  Nature allows the inept to be replaced.  It 
doesn't make the replacement, it just allows whatever wishes to use the 
vacant nitch, to be the replacer.  If the replacement is inept, it too will 
be replaced.

a severely over populated planet.
