Bio weapons don't travel all that far unless the wielder is suicidal &
wants to kill all his own people as well. e.g. Anthrax never went from the
letters into the general population. i.e. unless you actually breathed the
powder...no anthrax.
Heck there was a Scottish island which was doused with anthrax & which
they left for years before doing a clean up (& they did clean it up)
& no one got infected.
