Notwithstanding that some Jurisdictions can hold you pending
investigation, it still remains that before that officer can
charge you and obtain a warrant, he MUST establish probable cause,
1)that a crime has been committed; 2)that there is probable cause
to believe that you committed that crime. There is no statute
anywhere that I know of that prohibits the possession of "unidentified
materials".

I have a PDR in my notebook that can identify most any prescription
drug; and there are other sources (as Rich told you) that would allow
an officer to determine the type of drug in question.
