It also means that approximately 26 percent of the RCs could cause somethig
to go to referendum.

(50% of 58 = 29, a majority of 29 is 15, so 15/59=25.86%)

As far as I'm concerned, 26 percent is far too low a number to institute a
call for a referendum.
