Use two runs of ZIP, one with zip -0 to just store all files in
an archive, and _then_ run zip -9. This gives great compression,
since the lookup tables can get much bigger, which is a lot more
efficient.

Alternatively, use tar with gzip. tar first appends all data to
one big chunk, then gzip compresses "overall".
