  Don't know about any general Mass. laws, but under FCC Regulations the 
operator of the transmitter must have a valid FCC permit to transmit on that 
frequency, and the radio must be type-accepted for that service (ham, 
business,etc)    It should be ok to listen, but DON'T TRANSMIT! without a 
valid license.

  I hope when you say "key in" you don't mean key the mic and attempt to 
speak to the police department...that'll make them really upset (no, 
"emergencies" don't count, find a pay phone) 
    I don't want to come off as mean here...just don't want you to get into
trouble...if listening is what you really want to do, see about selling or 
trading the 2-way for a good scanner that'll have more capability that the 
2-way for listening to police/fire/ems/transportation/burger king/ham radio
/etc.
