   That can easily be interpreted that all the RC needs to say to the IC
   is "I want you to consider a proposed new version of policy" without
   being specific as to exactly what that version is -- i.e. an
   expression of a desire to formulate a new version.  Some RCs have in
   fact already made such a statement to the IC -- just not enough to
   move forward.

  That is their choice -- and you have been given a complete new version
  of policy to condsider, and yet you keep saying it has not been done.
