Ahhh, I guess that was the issue in the first place, the use of
"quality" principles in education. I believe it was Carl that
introduced the subject sometime ago. True, my spin on it has been
focused on the classroom rather than the more political issues.
I'll have to check out the article you mention, thanks for the comments.
