 It's a command shell for Windows 9x/me that emulates some
 functionality of the Windows 2000 CMD.EXE command processor.

 Microsoft wrote it and there are a few releases on the net, as 
 well as in a huge conglomeration of utilities from MS.

 It's very handy for multiple commands on a command line (using the
 & separator) as well as the %time% %date% %cd% environment variables
 and some limited parsing ability of the CMD processor.
 Pipes are a problem until you apply a registry entry, specifically for 
 win95cmd, and some file handling of the "for /f in do" is limited.

 Apart from that you can call it like you would command.com or use it
 in interactive mode, like you would command.com

 I find it very useful at times.
