Not really any problem, really.  It's just plain as mud for the average user.
However, for the technically inclined, it reads like your average documentation
written by a programmer, that has a small concept of how to write documentation
that normal people can understand. :)

However, a lot of things have changed at Watcom over the last five or six
years, so maybe their documentation has improved also.  Lord knows their
technical support has gone downhill. :(
