Try the Cern ftp site. They're the ones that developed HTML, so they're bound
to have some info for you, on how to write HTML.
If you want to purchase a book on it, and want a reference on standard HTML,
try 'HTML Sourcebook', 2nd Edition, or, you might be able to get the first
edition used fairly cheap. The first edition has a copyright date of 1995, by
John Wiley & Sons, Inc. It covers HTML beta to HTML 2.0+, and the aspects of
HTML 3.0, that the committee was planning on incorporating into HTML 3.0, but
at that time was not yet established.
1st Edition ISBN is 0-471-11849-4, and was $41.95 Cdn.
