Fidonews is an international echo, carried in all zones.
Bj”rn Felten is the editor/moderator of the Fidonews, and
has been for well over a decade.  The rules of the Fidonews
clearly state echopol1 as its basis (parliamentary authority).
All sysops around the world, including those sysops in the
USA and Canada, accept those rules as valid, along with echopol1.
No mention of P4 has ever been made in the rules of the Fidonews.
Not since Bj”rn Felten has been editor/moderator, and neither
was P4 mentioned in the rules posted by the previous
editor/moderator, Frank Vest.

So what gives you the bizarre idea that P4 is an
important document?  It certainly isn't viewed that
way by the vast majority of sysops around the world.
Including many in the USA and Canada.
