No issue involved in my opinion. Nodes are contained in Nets. Nets are
contained in Regions. Regions are contained in Zones. Ergo, A Net can
encompass an entire Region. A Region can encompass an entire Zone. A
Net CAN NOT encompass a Zone. A Region CAN NOT encompass more than one
Zone.

If one substitutes "convenient telephone calling" with "convenient
connection", there is no problem.

Perhaps this is what is needed in P4 to help with ION problems?

Of course, it really doesn't matter. Some people will find something
to argue about no matter what.
