It's the 0.1%ers who are truly obscenely wealthy.
We occasionally talk about 1%ers in Canada but it's not a big deal as our
income and wealth spreads are not as skewed as yours.
Our minimum wage here is $11.50 to $15 per hour depending on what
province or territory one resides in and of course health care is
universal and free, so our take home pay goes further.
The average income is $48,400 and the 1%ers make $477,700.
Our federal income tax is 33% of taxable income over $210,371 and
the NWT territorial tax is an additional 14% for a total of 47%.
So we don't have your highs or lows.

Title: Millionaire Shortbread

Yield: 16 Servings
CRUST:
3/4 c Flour
1/4 c Sugar
1/4 c Butter
CARAMEL LAYER:
1/2 c Butter
2 tb Corn syrup
14 oz Can sweetened condensed milk
1 ts Vanilla
TOPPING:
1/2 c Semisweet chocolate chips
Crust: Preheat oven to 350 F. Mix together the flour, 1/4 cup sugar
and 1/4 cup butter until crumbly. Press into a greased 8 inch square
pan. Bake for 10-15 minutes or until golden brown. Cool.
Caramel Layer: In a heavy saucepan, melt 1/2 cup butter. Add the
corn syrup and the sweetened condensed milk. Bring to a boil and
cook 12-15 minutes, stirring constantly, until mixture turns
medium caramel color. Do not let burn. Remove from heat and stir
in vanilla. Pour over crust. Cool. Melt chocolate chips and spread
over the caramel layer. Cool until set. Cut into bars or squares.
