It's someone justifying his job with Yet Another Focus Group, each time
drawing more and more from the sump of the gene pool.  Eventually they'll
so tart up Windows that the era of general-purpose computing will be over. 
Then we can all run approved apps, rented, on our spiffy new 20GHz
Ashcroftiums, in the mandatory Intel Patriot XIII motherboards.  What fun.

TWEAKUI and/or any of the fine tip sites will make XP look like 2000, sort
of. This won't help the deep and changed menus, though.

This seems to work for disabling balloon help.  Change it to 1 to turn the
damn things back on.
