Yes, moderators control the echoes and can do pretty much whatever they choose.

Bob doesn't want me in his echo.  His pretext for booting me is absurd, of
course, but he doesn't want me there and I will honor his ban.

I want Bob in this echo, as long as he follows the rules.  But he doesn't
want to be here.  His solution of intentionally violating the rules in
order to get booted is absurd, of course, but he doesn't want to be here
and that is his choice.

If I wanted to play his games, I could go to Doc's Place and post in Bob's
echo.  It would be amusing to see Bob try to complain that I was doing the
same thing he did!  But why would anyone want to be like a Klahn?
