Yes. For most, but not all, preferences you should change them by selecting
Edit | Preferences. Or Shift-F1. For most of the others you can do a shift-F1 
in the appropriate menu item. The rest require changes to system styles.
If one or another does not work either the .BIF file (in the Windows 
directory) or the default template is protected against changes.
